To drive the legislative updates, the Council established a dedicated working group representing state, entity, and Brcko District institutions, assigning a six-month deadline to deliver the draft amendments.

During the session, the Council evaluated progress regarding proactive transparency across state-level bodies. A 2025 survey examining 55 institutions demonstrated an average compliance rate of 76.65 per cent with transparency standards, marking a 2.87 percentage point improvement over 2024. The monitored criteria encompass public availability of strategic, operational, and financial data, anti-corruption measures, public procurement details, and access to information.

The Council also received an update on Bosnia and Herzegovina's dairy sector performance. Raw milk production reached roughly 619.7 million litres in 2025, representing a two per cent year-on-year increase, while overall milk collection expanded by approximately seven per cent.

On international trade, Bosnia imported 49.3 million kilograms of milk and dairy goods valued at 253.2 million Bosnian marks (approx € 129.46 million), against exports totaling 71.7 million kilograms valued at 144.6 million marks (approx. € 73.93 million). Consequently, the sector's trade deficit narrowed by 11 percent, with export values covering 57.1 percent of imports.

Additionally, the Council reviewed the status of the "Green & Healthy BiH" project, backed by a €2.5 million grant provided by the Italian Agency for Development Cooperation. The program assists Bosnia and Herzegovina's shift toward sustainable and organic food production. Key achievements in 2025 included building foundational components for an organic farming information platform, delivering technical training to agricultural producers, and establishing initial innovation hubs to advance sustainable farming techniques.
