BiH election watchdog adopts Plan to digitise election process

The decisions were made in accordance with the BiH Election Law and the decision of the High Representative in BiH enacting the Law on Amendments to the Law on Financing of BiH Institutions from July 17 this year, the CEC stated.

The Decision on the Implementation of the Multi-Year Project for Introducing Specific Electoral Technologies in BiH outlines the process of introducing such technologies, defines the types of technologies to be used, the financial resources required for project implementation, the project timeline, necessary activities, inter-agency cooperation mechanisms, institutional coordination mechanisms, reporting procedures, and other essential aspects for project realization.

According to the CEC, the project's objective is to introduce specific technologies and digitalization in the election process—specifically for voter identification at polling stations and the electronic determination of election results—to preserve and strengthen the integrity, efficiency, and transparency of the electoral process, as outlined in the Feasibility Study for the introduction of specific technologies.

The plan also includes hiring staff to implement the project and conduct elections, organising staff education and training, as well as voter education.

Additionally, the project foresees the establishment of a data hosting centre (for field activity monitoring, call centre operations, and server space for storing and hosting websites or applications), along with other tasks necessary for project implementation, as defined by separate decisions of the CEC BiH.
