BiH Presidency Chair and UK envoy discuss Dayton legacy and reform priorities

Zeljko Komsic, Bosnia and Herzegovina’s Presidency Chair, met with the United Kingdom’s Special Envoy for the Western Balkans, Karen Pierce, to discuss the current political landscape in BiH and the wider region, alongside ongoing reform processes. Their conversation placed particular emphasis on the approaching 30th anniversary of the Dayton Peace Agreement.

It was acknowledged that the Dayton Agreement, achieved under wartime circumstances, was an effective accord that successfully ended the conflict.

Komsic stressed that, three decades later, the focus must shift to building upon the foundations of the Agreement and the Constitution of BiH. He argued that these frameworks can be meaningfully developed, provided that the country’s institutions and political actors learn how to properly utilise these opportunities in the interest of the state and its citizens.

The Chair reiterated his long-held view that the current ethnic-based political model is a perpetual source of conflict and a fundamental obstacle to progress for all citizens. He maintained that the definitive solution lies in centring the individual, rather than ethnic groups, within the political system, aligning the country with international human rights standards and European Union requirements.

The two also discussed the Berlin Process, which they agreed represents an excellent framework for regional cooperation that must be strongly revitalised. They noted that the Process offers clear prospects for improving relations across the region and accelerating Bosnia and Herzegovina’s European integration path.

Karen Pierce, the UK Special Envoy for the Western Balkans, affirmed the UK Government’s strong support for Bosnia and Herzegovina throughout its reform processes. She also highlighted the significant opportunity for the Chairman to deliver a lecture later in the day at the University of Oxford on the topic: “After Dayton: Bosnia and Herzegovina at the Crossroads of Peace, Identity, and Human Rights.”
