BiH's UN Amb: Russia's proposal to end OHR has no chance of passing in the UNSC

There is no chance for Russia’s proposal to close down the Office of the High Representative (OHR) in Bosnia by the end of July next year to be adopted by the UN Security Council, said Bosnia’s Permanent Representative to the United Nations, Sven Alkalaj.

The UN Security Council is set to meet on Thursday at 9 pm with Bosnia and Herzegovina as the only topic on the agenda.

The meeting comes days after the news emerged that Russia requested a vote in the UN Security Council on its draft resolution, also backed by China, which proposes an end to the post of the international administrator in BiH next year and immediately stripping the official of his special set of powers.

The High Representative of the international community in Bosnia is tasked with overseeing the civilian implementation of the 1995 Dayton Peace Agreement.

The current High Representative, Austrian diplomat Valentin Inzko, is to leave the post at the end of the month and Germany's Christian Schmidt is to take over the OHR as of August 1.

Alkalaj told Nova BH that he does not understand this move from Russia and China because it is clear that their initiative will not be supported.

He said that the draft resolution was introduced “in vain” and that it is likely part of an effort “for some future moves that Russia and China want to make in our area.”

“It has no chance of passing because, in order to pass, it must have nine votes from the members of the Security Council, even without a veto. There is no support for it in this constellation of powers,” Alkalaj said.

He added that he was surprised by China joining Russia’s initiative.

“It is probably about some interests, or maybe because BiH voted for the UN Resolution against the persecution of Uyghurs,” he said.

“I think it will end in a fiasco,” he said.

France currently holds the presidency in the UN Security Council and has not invited Bosnia to state its case at the meeting, he added.

“They also probably think that the session does not have such a dimension that we need to make a statement,” Alkalaj said.
