Bosnia's FM reveals $4m lobbying contract signed by RS entity authorities

Bosnia and Herzegovina’s Foreign Minister Elmedin Konakovic presented a lobbying contract on Tuesday during a press conference, which was signed by authorities in Republika Srpska (RS) entity with a Canadian lobbying firm. The contract is valued at $4 million (approximately €3.71 million).

At the start of the address, Konakovic noted that while he has been frequently in the media lately, his goal was not exposure but rather to address a topic that requires a far more serious approach than what is currently seen on the political scene. He then announced the reveal of a document that he claims exposes the true objectives of Milorad Dodik’s lobbying efforts.

"One can come across this by chance, or if you are truly dedicated and know what you are looking for. We have had this in our possession for a long time, and it completely explains the saga surrounding Milorad Dodik’s lobbying and the actions of BiH institutions in defending our country's interests. It explains in detail the method, technique, plan, and implementation of Dodik’s lobbying in the USA," Konakovic stated.

The contract in question was signed with the consultancy firm Dickens & Madson, based in Canada. Konakovic identified the head of the firm as Ari Ben-Menashe, an Israeli-Canadian citizen and former Mossad operative born in Iran. The Minister stated that the $4 million (approximately €3.71 million) agreement would be used to highlight Dodik’s goals and the alleged criminal acts committed by his associates, specifically naming a certain Mladenovic, head of the office in Vienna, as a signatory.

"Dodik often explains his real goals in his narratives, but this time you have it on paper, formalized, signed, and registered in the USA according to their laws," Konakovic added.

According to the Minister, the document explicitly lists secession as a final goal, which he characterized as an attack on the constitutional order of BiH. He announced that a dispatch would be sent to Canadian authorities regarding Ben-Menashe’s involvement. Furthermore, Konakovic claimed the contract reveals efforts to prevent the holding of elections in Republika Srpska due to fear of the results, as well as the goal of closing the Office of the High Representative (OHR) and removing Christian Schmidt.

Konakovic further alleged that the lobbying arrangement included attempts to organize meetings with Saudi Arabian Crown Prince Mohammed bin Salman and leaders of the United Arab Emirates as a bridge to the US administration. He noted that while Dodik sought to avoid sanctions, he eventually had to pull back unconstitutional laws and participate in the November 2025 elections.

The Minister concluded by calling on Chief State Prosecutor Milanko Kajganic to prosecute what he described as an attack on the constitutional order. He emphasized that while Dodik’s name does not appear on the documents, he remains the organizer and implementer of these activities.
