Zvizdic spoke at a session of the ‘Krug 99’ association of intellectuals about a controversial document that allegedly proposes redrawing borders in the Western Balkans.

The document, published on Thursday by the Slovenian news portal necenzurirano.si, proposes Kosovo joining Albania and annexing parts Bosnia’s Serb-dominated Republika Srpska (RS) entity to Serbia while the country’s mostly Croat-populated parts would be annexed to Croatia.
According to the Slovenian news portal, the country’s PM, Janez Jansa, sent the document to Brussels.
Jansa, however, denies this.
Zvizdic said that the alleged non-paper, along with another one that was put together by Croatia, represent interference in the internal affairs of independent and sovereign Bosnia and Herzegovina.
He added that the foreign policy of countries that have a declarative commitment to the European Union is not in line with EU policies.
“In BiH, we are able to decide on our destiny, and those countries should help us on the path towards the EU and not make this already complex job more difficult for us,” he said.
He called for an end to “ethnocentric greater-state projects” and urged the intellectual community and pro-Bosnian political forces to react strongly to every document that is put together without BiH institutions participating in the process because “this is what historical experience has taught us, that ignoring such phenomena can have great consequences for BiH and the region.”
A similar document led to war
Zvizdic reminded of another ‘non-paper’ on Bosnia which was put together by the Serbian Academy of Sciences and Arts (SANU) and also presented as an unofficial academic text, arguing that the document later became an inspiration for “war, genocide and ethnic cleansing.”
“This is something that BiH patriots will not allow and whoever allows it opens the way for retrograde and anti-civilization forces in BiH and the region,” he said.
“The narrative on the secession of Republika Srpska always sounds harsh, and a peaceful split sounds much nicer but has the same content and goal. There is no option of a peaceful split or any division of BiH, especially not on ethnic principles,” Zvizdic said.
He said that, instead, Bosnia should begin a process of well-planned, incremental but comprehensive constitutional reforms which would result in the country being more functional and would strengthen state institutions so they can implement reforms necessary for BiH’s EU path.
