Bosnia's Logistics Consortium issues ultimatum over administrative failures

The Plenum of the Logistics Consortium of Bosnia and Herzegovina has issued a sharp rebuke to state institutions, condemning the Council of Ministers for its dismissive approach to a sector employing tens of thousands. The organization warns that institutional lethargy is pushing the industry toward an existential crisis.

Tensions peaked following a March 10, 2026, delivery of a Council of Ministers document. The correspondence, dated March 6, demanded the nomination of working group representatives by March 9. The Consortium denounced this as absurd, noting they were expected to respond retroactively to a deadline that expired before the document was received.
While the formation of a working group is a formal step, the industry remains deeply concerned by the absence of planned direct negotiations with the Croatian Government and the European Union regarding the 90/180 rule and the status of professional drivers. Despite submitting a comprehensive 37-page status analysis in December 2024, the sector reports that no proposed solutions have been implemented.
Throughout 2025, the Consortium notes a total failure to achieve key objectives, including fiscal relief and VAT reform for transport services. The group has now set a deadline of March 23, 2026, for the Plenum. Should concrete actions fail to materialize, the transport sector will initiate protests until their demands are met. Crisis estimates are dire: failure to intervene could leave over 41% of fleets inoperable by the time of the Plenum, forcing thousands of drivers off the labor market.
