Bosnia and Herzegovina remains the only Western Balkan country that has not yet submitted a Reform Plan, a situation that Communications and Transport Minister Edin Forto describes as a missed opportunity but not a reason to give up. "This is a kind of exercise for us, showing that we are not yet ready. But it doesn’t mean we should stop trying," Forto told BHRT.
Forto emphasized the connection between the Reform Plan and the Growth Plan, lamenting the missed opportunity. “This just shows that with our current central government and mechanisms, it will be challenging to navigate the vast administrative procedures awaiting us if we open negotiations,” he noted.
Forto also discussed the challenges of forming a negotiating team, underscoring the need for serious administrative support. He expressed concerns about the capacity of Bosnia’s government to handle the necessary reforms.
He criticized the blocking of important legislation, recalling past political maneuvers that have hindered the country's progress towards EU integration. “When we try to make progress, candidates for destroying everything on the European path of BiH appear,” Forto stated.
He also addressed issues related to digitalization, noting that Bosnia is the only country in Europe that has not yet digitalized its terrestrial signal for TV and radio, calling it a “great shame.”
Forto highlighted the need for stable financing for Bosnia’s public broadcaster and expressed support for a Scandinavian-style RTV tax model to ensure the independence of the media. However, he emphasized that he is open to any model that is feasible and has political consensus.
