Bosnia’s UN Ambassador: RS authorities using methods of war criminals to destroy BiH institutions and are threat to peace

Bosnia and Herzegovina’s permanent Ambassador to the UN Zlatko Lagumdzija addressed Tuesday night’s extraordinary session of the UN Security Council and very directly denied the statements of the Russian ambassador. "This Resolution is not controversial and should not be made into a controversy. The goal is to build a sustainable peace and support the process of truth, justice and reconciliation," Lagumdzija said.

In May of last year, the Russian President said that the classical neo-colonial approach of the West is a real threat to the implementation of the Dayton Peace Agreement and violates the fundamental rights of the constituent peoples. Now you have a chance to explain how today's meeting maintains your country's vision if you can call an emergency meeting. How does this support the Dayton Peace Accords? How is this not a violation of the rights of at least two constituent peoples, if not three?” said Lagumdzija and added:

“If anyone is raising tensions, it's you. There’s no common state of BiH, but the state of BiH. One of its entities is Republika Srpska. You misused the rules of procedure of the Council and degraded the institution of the BiH Presidency. BiH consists of two entities, FBiH and RS, it does not establish the sovereignty of the entities and the competencies of the entities are not a reflection of statehood but functions assigned to the entities.”

Lagumdzija said that this is a direct attack on the political independence of Bosnia and Herzegovina.

“As far as the administrative-territorial sovereignty of Bosnia and Herzegovina is concerned, the letter presented here violates the Dayton Peace Agreement. Just to mention some of the institutions that have been established in the past two decades: the Armed Forces of Bosnia and Herzegovina, the Court of Bosnia and Herzegovina, the system of indirect taxation, the Prosecutor's Office… Also, the member states that address the Security Council are always states, not administrative units of states. This is a direct attack on the political independence of BiH. Only Bosnia and Herzegovina has international legal subjectivity, and foreign policy is not within the competence of entities,” Lagumdzija pointed out.

“The authorities of Republika Srpska are undermining the constitutional and legal order, limiting freedom of assembly and raising tensions. The ruling coalition began implementing steps for the potential future secession of Republika Srpska. The steps that will be implemented have been listed,” said Lagumdzija.

“Until we change our Constitution, institutions remain as guarantors of peace. The PIC Board of Directors clearly indicates that the appointment of the High Representative is in accordance with the resolutions of the UN Security Council,” Lagumdzija noted.

“The same methods used by Radovan Karadzic are being used now and the RS authorities are using the methods of war criminals to destroy the institutions of Bosnia and Herzegovina and they are a threat to peace in the country,” he added.

“The genocide in Srebrenica is something that cannot be erased from history. Ethnic tensions are undermining the attempt at reconciliation in the country and the region”.

We are more than open to discussion, we must talk about the implementation of the Hague Tribunal verdicts and how we can jointly build a better future together. Facing the past through the recognition of genocide is something that we have been asking Serbia for 30 years. We constantly hear denials and the authorities in Serbia question the Hague Tribunal verdicts. The resolution is not a threat to the Serb people, but to individuals with names and surnames. There are no genocidal nations but criminals who are responsible for genocide. Denial is the last stage of genocide, it is the discrimination of the dead and it enables the repetition of the crime,” Bosnia’s UN Ambassador concluded.
