
The Council of Ministers of Bosnia and Herzegovina (BiH) has approved a new version of the Draft Law on the Budget of BiH Institutions and International Obligations for 2025, which will now be submitted by the Ministry of Finance and Treasury to the BiH Presidency. The Presidency is authorised to forward the proposal to the Parliamentary Assembly, which has the final say in adopting the law.
The Ministry of Finance and Treasury has also been instructed to ensure that the 2026 draft budget includes funds from the budget reserve to provide a monetary allowance of at least 200 Bosnian marks (approx. €102) for employees of BiH institutions, including applicable taxes.
The revised draft follows the previous proposal's rejection at the 32nd urgent session of the House of Representatives of the Parliamentary Assembly.
For 2025, total revenues, receipts, and financing for BiH institutions are projected at 1,570,500,000 marks (approx. €803 million), an increase of 215,100,000 marks (some €110 million) or 16 percent compared to the 2024 budget.
Total expenditures for BiH institutions and external debt servicing are estimated at 2,797,273,016 marks (around €1.43 billion). Of that amount, institutional spending accounts for 1,570,500,000 marks (approx. €803 million), while 1,226,773,016 marks (around €628 million) will go toward external debt servicing, 14 percent less (203,960,037 marks, or around €104 million) than the previous year.
The new draft continues to emphasise reforms aligned with the European Partnership, the implementation of the Stabilisation and Association Agreement (SAA), and the modernisation of the Ministry of Defence and other institutions engaged in Partnership for Peace and NATO cooperation. It also provides funds for multi-year projects of budget users and salary increases for mid-level professionals in BiH institutions.
Additionally, the draft allocates resources to the Central Election Commission (CEC) for equipment supporting new technologies, as well as monetary assistance for employees of state institutions.
Within the budget reserve of 46,740,000 marks (approx. €23.9 million), around 35,500,000 marks (around €18.1 million) is earmarked for one-time monetary assistance of 1,000 marks (some €510) per employee, due to the delay in budget adoption. Salaries throughout 2025 have been calculated based on the 2024 base of 600 marks (around €307) instead of the new 2025 base of 631.50 marks (approx. €323).
The Council of Ministers will issue a separate decision authorising the payment of this assistance once the 2025 budget is formally adopted.
Monetary aid will not be granted to members of the Parliamentary Assembly, the BiH Presidency, or to the Chairperson, ministers, and deputy ministers of the Council of Ministers, the government confirmed.
