Croat political representatives will not give up on the principle of legitimate representation for Croats in the House of Peoples and the Presidency, the leader of the strongest Croat ethnic party in the country, Dragan Covic, said following his meeting with Bosniak political leader Bakir Izetbegovic, US envoy Matthew Palmer and European External Action Service Director, Angelina Eichhorst.
Covic, who is the leader of the Croat Democratic Union in Bosnia (HDZ BiH), said that anything that leaders in Bosnia’s Federation (FBiH) entity agree on regarding election reform in the country will be supported by the leadership in the other entity, Republika Srpska (RS).
He said that there was talk at the meeting about the agreement that last year led to the southern city of Mostar having its first local election since 2008.
“We discussed the principles of the Mostar agreement. Also, one of the topics was in which direction the Croat side will go. I said that, as far as the side I represent is concerned, the legitimate representation of Croats in the House of Peoples and the Presidency is enough,” Covic said, adding that everything else could be discussed later.
“I explained how this can be done and the assessment is that we have to agree on it primarily within the Federation, maybe today, maybe tonight, maybe tomorrow. There are some demands on how to improve some things in the Federation and I have made it clear that the House of Peoples is a constitutional category and that changing something regarding the House of Peoples means significantly changing the BiH Constitution, which we don’t have the power to do just as we do not have the power to delete ethnic provisions in the Constitution,” he said.
“This is a serious request. I think that solutions should be found within this framework of the Constitution. Representatives of the EU and the US administration said: ‘You agree, we will support you’, and that is why I proposed party meetings to Izetbegovic today and tomorrow, and one of the solutions can pass without any problems,” said Covic.
