BiH Presidency Chair Zeljka Cvijanovic asked UN Secretary-General Antonio Guterres to deliver relevant documentation regarding the decision of the UN Security Council on the appointment of German diplomat Christian Schmidt to the post of High Representative in BiH in accordance with Annex 10 of the General Framework Agreement for peace, the Dayton Agreement from 1995.
“As an elected member and the current Chair of the tripartite Presidency of Bosnia and Herzegovina, I would like to kindly request your assistance in providing us with relevant documents of importance for our country, i.e. the decision of the UN Security Council appointing a German diplomat, Mr. Christian Schmidt, to the post of the High Representative in Bosnia and Herzegovina, as per Annex 10 of the 1995 General Framework Agreement for Peace in Bosnia and Herzegovina (The Dayton Accords).
Upon a thorough research of the available UNSC documents in the UN online database, the only document we were able to retrieve relevant to the designation of Mr. Schmidt is the minutes of UNSC meeting 8823, held on Thursday, July 22, 2021, at 3 p.m. showing that the sole submitted draft resolution (no. S/2021/667), with a vote of 2 in favor and 13 abstentions, failed to be adopted.
Therefore, I would appreciate it if you could instruct the Office for Legal Affairs to provide me, our institutions and citizens with any official UNSC decision, if in existence, demonstrating that Mr Schmidt was indeed appointed a High Representative consistent with relevant UNSC resolutions and Article 1/2. of Annex 10 of the Dayton Accords, as well as any other relevant document related to such appointment,” Cvijanovic wrote in her letter.

In her Instagram post where she announced her move, the BiH Presidency chair said:
“I am convinced that this is the best way to resolve all the dilemmas regarding Christian Schmidt's function and his role in Bosnia and Herzegovina, and to finally dedicate ourselves to solving all open issues through the dialogue of the elected representatives of the people, without the aggravating external influences.”
