Dodik fails to appear for hearing, meets Serbia’s Vulin instead
Milorad Dodik, President of Bosnia’s Republika Srpska (RS) entity, failed to appear for a scheduled hearing at the Bosnia and Herzegovina Prosecutor’s Office on charges of undermining the constitutional order. Instead, he convened a meeting in Banja Luka with Serbian Deputy Prime Minister Aleksandar Vulin.

Dodik had previously stated that he would not comply with the summons, and his absence confirmed his defiance. The hearing follows his role in enacting laws that challenge the authority of Bosnia's judicial and security institutions in the RS, which were later suspended by the Constitutional Court of Bosnia and Herzegovina.
Other Republika Srpska officials, including Nenad Stevandic (RS National Assembly Speaker), Radovan Viskovic (RS Prime Minister), and ministers Sinisa Karan and Milos Bukejlovic, have also ignored summonses from the Prosecutor’s Office. Legal experts suggest that if Dodik refuses to appear, judicial police may detain him for questioning, with further measures including a potential warrant.
Dodik’s actions and Serbia’s continued involvement in Bosnia’s internal affairs have drawn criticism from both domestic and international actors. Meanwhile, his legal team argues that they have not received an official summons under the Criminal Procedure Code.
