Dodik suggests PIC SB favours Bosniak position regarding future of BiH

The Peace Implementation Council Steering Board's (PIC SB) positions "continue to serve and favour the policies of Bosniak political representatives, from whom we heard the other day that we are not only residents of the smaller BiH entity. but that we are genocidal, the Chairman of Bosnia's tripartite Presidency, Milorad Dodik, said Tuesday.

Asked to comment on a joint statement by the PIC SB, which was not supported by the Russian Federation, condemning “the current political discourse at the centre of which is the peaceful dissolution of BiH”, Dodik said that the Republika Srpska (RS) entity reserves the right to discuss the future of BiH, but not with the members of the PIC SB but with the other entity (Federation of Bosnia and Herzegovina – FBiH) and the other two nations, which are constitutive according to the BiH Constitution.”

“It is the Constitution of BiH that guarantees that, because as the RS we are a signatory to the Dayton Peace Agreement and a signatory to Annex 4 of that agreement, which is the Constitution of BiH, but also all other annexes, including Annex 10,” Dodik claims.

He stated that “the PIC SB is continuously using untruths, trying to maintain the illusion of BiH, ignoring the facts.”
“One of them is that the entities existed before Dayton, as evidenced by the Geneva and New York principles, which preceded the Dayton Peace Conference, and are part of the preamble to the Dayton Agreement. This means that the entities existed and were accepted even before the creation of today's BiH. From everything, a logical and legally grounded conclusion follows – if something existed before the Dayton BiH, it can exist after it,” said Dodik.

The PIC SB said Monday that they strongly condemn the current political discourse centred around the so-called ‘peaceful dissolution’ of BiH, not least the concrete steps by Republika Srpska representatives and state-level officeholders towards dissolution negotiations, including establishing negotiating teams and advocating for the breakup of the country via an online advertising campaign.”

They added that the two entities can only exist within the borders of BiH and that they are not the subject of international law. The Russian Federation disagreed with this statement and said they would not join it.
