Kallas is scheduled to hold meetings in Sarajevo as the EU continues to press Bosnia and Herzegovina to deliver key reforms needed to advance its membership bid.
The visit comes at a crucial moment for the country’s EU accession process, with Brussels urging political leaders to adopt long-delayed reform laws and appoint a chief negotiator for talks with the European Union.
Kallas last visited Bosnia and Herzegovina in November 2025, when she met members of the country's tripartite Presidency in Sarajevo. She had also travelled to the country in April 2025.
During that visit, Kallas said Bosnia and Herzegovina could count on the European Union's strong support but stressed that domestic political leaders must demonstrate the political will needed to implement reforms.
The European Council decided in March 2024 to open accession negotiations with Bosnia and Herzegovina. However, before formal negotiations can begin, the country must fulfil several remaining conditions, including adopting key legislation linked to the rule of law and public administration.
In its latest enlargement report, the European Commission said Bosnia and Herzegovina's progress had been slowed by the political crisis in Republika Srpska and institutional deadlock at the state level. At the same time, it said the country still has an opportunity to move forward if the required reforms are implemented.
EU officials have repeatedly described enlargement as a strategic priority for the bloc while insisting that candidate countries will have to meet all membership criteria, particularly in the areas of the rule of law, institutional functioning and alignment with EU standards.
