European Parliament delegation visits Sarajevo to discuss constitutional reforms and EU path

A delegation of the European Parliament visited Sarajevo from 6 to 7 of November, 2025, to discuss Bosnia and Herzegovina’s progress on constitutional reform, democratic governance, and its path toward European Union membership.

During the two-day visit, Members of the European Parliament met with representatives of key state institutions, including the Presidency of BiH, the Ministry of Justice, the BiH Parliament Collegium, members of the Constitutional and Legal Affairs Committee, the Constitutional Court leadership, and the High Judicial and Prosecutorial Council. The delegation also held meetings with the Directorate for European Integration, the Central Election Commission, civil society organisations, think tanks, international partners, and EU ambassadors.
The delegation was composed of the following MEPs: Adrián Vázquez Lázara (EPP, Spain) – Delegation Chair, Loránt Vincze (EPP, Romania), Marc Angel (S&D, Luxembourg), Vytenis Povilas Andriukaitis (S&D, Lithuania), Marieke Ehlers (PfE, Netherlands) Nikolas Farantouris (The Left, Greece).
At the end of the visit, delegation chair Adrián Vázquez Lázara said the mission revealed both progress and ongoing challenges. “We hope that meaningful progress and the nomination of a chief negotiator can be achieved. The European Parliament stands ready to work hand in hand with Bosnia and Herzegovina to build a shared European future,” he said.
He emphasised that EU enlargement must proceed in tandem with respect for European values and institutional readiness. “Both our delegation and our interlocutors underlined the importance of preserving democratic legitimacy, efficient decision-making, and functional governance. Institutional reform in BiH must go hand in hand with internal EU reforms,” he added.
Lázara stressed that Bosnia and Herzegovina’s first step toward EU membership must be full adherence to the rule of law and respect for the Constitutional Court’s rulings, which remain the foundation of any democratic state.
The visit followed the European Parliament’s October 2025 debate on institutional challenges posed by future EU enlargements, which concluded that enlargement and institutional reform must advance in parallel.
