The meeting of the Stabilization and Association Council of the European Union has ended. The High Representative of the European Union (EU) for Foreign Affairs and Security Policy, Josep Borrell, said that this was an intensive conversation and that he met with the representatives of the BiH authorities, in this format, after two years, that is, after the political blockades were broken and some progress was made. He referred to the Republika Srpska (RS) entity authorities' actions, initiatives and laws, saying that they are contrary to Bosnia’s aspirations towards the EU and thereby only serve to isolate that entity. Borrell commended the efforts of Bosnia’s Council of Ministers led by Chair Borjana Kristo in keeping constructive dialogue with the aim to accelerate the European reforms. He also noted the reform steps taken at the national level thus far and praised the increase in the alignment in foreign and security policy, which is now at around 94% with the EU’s.

the Foreign Affairs commissioner expressed the EU’s commitment to supporting the BiH’s defence capacities, through their support to the European Peace Facility, worth €20 million to date. He praised the state-level authorities for maintaining a positive momentum despite the serious challenges from initiatives, laws and announcements from the Republika Srpska (RS) entity, which run against the EU perspective of the country and further isolate this entity from Europe.

“Unlawful acts undermining the constitutional order of BiH must be brought to an immediate end. These actions, if continued, will have serious consequences. Provocative divisive rhetoric and actions, including questioning the sovereignty, unity and territorial integrity of the country, and the glorification of convicted war criminals must stop – there is no place in Europe for those engaged in such destructive activities. The patience of the EU with those who constantly push the lines is running out,” Borrell warned.

The European envoy urged Bosnia’s political leaders to engage in constructive dialogue and address internal political issues.

“Aside from addressing the 14 Key Priorities, as required for the opening of accession negotiations, this would notably also include addressing the commitments set out in the 12 June Agreement on the principles for ensuring a functional Bosnia and Herzegovina that advances on the European path,” he noted.

“Years of standstill and unwarranted blockades have already cost the country and its people too much. They prevent much-needed investment and development and make scores of citizens leave the country. The EU has consistently demonstrated that it is a loyal and generous partner to BiH. This includes our energy support package worth €70 million, which is going to the most vulnerable households. Through EUFOR Althea, we remain committed to contributing to a safe and secure environment in BiH,” EU High Representative said, stressing that the main work must be done by Bosnia’s political actors who bear the responsibility not to fail their people.

Bosnia’s Kristo said that the BiH delegation had an open meeting and informed the EU officials about everything that has been done so far. She thanked the EU representatives for the support they provide to the country on the reform path.

“I am convinced that with this dynamic and the work of BiH institutions in accordance with their competencies, we should open negotiations for EU membership by the end of this year,” said Kristo.
