FBiH House of Representatives clears path for SEPA integration

The House of Representatives of the Federation of Bosnia and Herzegovina (FBiH) entity has greenlit three critical legislative texts necessary for the country to join the Single Euro Payments Area. Convened for an extraordinary session, FBiH lawmakers endorsed the payment services bill, the electronic money regulation, and the payment accounts framework precisely as previously passed by the upper house.

Lawmakers moved forward with the measures despite contentious amendments put forward by the Croat Democratic Union, which political observers suggest are tailored to facilitate financial transactions through postal channels for individuals currently facing foreign sanctions. This primarily concerns parliamentary official Marinko Cavara, who has been subjected to United States sanctions since 2022, resulting in frozen bank accounts and an inability to receive regular salary payments through standard banking institutions.

With the parliamentary hurdle cleared, the Central Bank of Bosnia and Herzegovina is expected to submit a formal membership application to the European Payments Council, which holds the authority to review compliance before granting final admission. Analysts note that exclusion from the euro payment network currently costs the country over 100 million euros annually in foreign transaction losses, rendering the nation an outlier in regional financial connectivity.

For example, an inbound transfer of 1,000 euros typically incurs around 7 euros in domestic bank fees alongside roughly 45.8 euros in intermediary bank charges, resulting in a net loss of approximately 52.8 euros per transaction. Accessing the single euro area is anticipated to eliminate these heavy overhead costs for citizens and enterprises alike.
