Foreign labor influx rises as Republika Srpska entity grapples with demographic labour shortage

Bosnia's Republika Srpska (RS) entity is increasingly turning to foreign labour to combat a deepening domestic workforce deficit, issuing 2,874 work permits to foreign nationals during the first seven months of the year. Concurrently, 9,589 local individuals secured employment via the RS Employment Bureau over the same timeframe.

Of the total work permits sanctioned, 2,007 covered new foreign staff hires, while 867 represented renewals of prior documentation. Within these figures, 2,402 permits fell under official quota allocations and 472 were granted outside standard limits. Last month, the government expanded the annual cap by an additional 1,000 permits, dividing the allocation into 700 fresh posts and 300 extensions.
Business leaders have welcomed the quota expansion as an encouraging indicator of rebounding economic activity, though they caution that severe staffing deficits persist across every sector, most notably in manufacturing and construction.
Industry representatives highlight that the structural deficit stems from an unyielding demographic gap: Republika Srpska loses roughly 15,000 workers annually to retirement while welcoming only 9,000 secondary school leavers into the economy, meaning further quota increases remain probable.
Employment Bureau figures show that 13,713 individuals registered for assistance during the opening seven months, whereas 18,003 names were removed from administrative registers. Beyond the 9,589 jobseekers who found work, removals were driven by failures to report and other administrative grounds.
The unemployment registry is predominantly composed of secondary school graduates and skilled tradespeople, alongside 9,269 unqualified individuals and 6,021 university graduates.
Employer demand is further underscored by recruitment notices hosted on the Employment Bureau portal, which recorded 159 job advertisements in July alone seeking a combined total of 489 staff members.
Data from the first seven months thus highlights dual contrasting currents across the labour market, characterized by heavy movement through unemployment registers alongside an expanding reliance on overseas personnel.
