Former member of the Presidency of the Republic of Bosnia and Herzegovina, Ivo Komsic, expressed support for the changes to the Election Law and Constitution of Bosnia’s Federation (FBiH) entity which the High Representative of the international community imposed, saying that his decision put an end to the idea of establishing a third entity within the country.
Komsic, who is also a former mayor of Sarajevo, stressed that Schmidt's decision should be perceived rationally and as one made in good faith.
While Schmidt’s reforms were criticised by many analysts, who argued that the decision created a path towards establishing ethnic electoral units, Komsic argued that this is exactly what the High Representative prevented.
This is, according to him, due to the fact that Schmidt rejected the idea of introducing ethnic thresholds which determine whether cantons will send any representatives to the FBiH House of Peoples to represent an ethnic group. Komsic said that this would have been an introduction to creating ethnic electoral units, as well as another semi-autonomous entity in the country. However, he stressed that there is no mention of such thresholds in Schmidt’s decision.
As for the distribution of mandates, Komsic argued that Schmidt’s “strengthened the multi-ethnic parties” with his decision.
Komsic said that Schmidt is currently “cleaning up” Bosnia and Herzegovina and that his next target should be the other semi-autonomous entity, Republika Srpska (RS) – something he said the High Representative promised to do.
According to Komsic, Bosnia’s neighbouring countries, Serbia and Croatia, had plans in place that would lead towards the disintegration of BiH as it is today, but this was prevented by the war in Ukraine.
“(Aleksandar) Vucic raised his regular and reserve army and police forces, and that was all at the border on the Drina, but what happened is that Russia did not overrun Ukraine within five days as they expected, and Vucic did not carry the plan,” he said, but warned that Vucic is still waiting for “a historic moment when it can be realized.”
Komsic warned that those who are against the High Representative because of his recent decision are being manipulated into aligning with those who want the OHR to close down in the country.
