High Rep urges BiH Parliament to adopt law on state property

The High Representative of the international community in Bosnia, Christian Schmidt, urged members of Bosnia’s Parliament to adopt a law on state property, one of the requirements for ending international supervision in the country.

Schmidt, who is tasked with overseeing the civilian implementation of the 1995 Dayton Peace Agreement in the country, sent a letter regarding the matter to the House of Representatives and the House of Peoples.

He noted that the primary focus of the international community in BiH is the implementation of ‘Agenda 5 + 2’ – a set of conditions that must be met before the Office of the High Representative (OHR) can close in the country.

“In this context, the priorities are to address the issue of state and military property. The complexity of this justifies the establishment of an expert working group to formulate and consider options for an acceptable and sustainable solution to state and defence property,” he wrote, adding that the BiH Parliamentary Assembly has “an important role to play” in this process.

“Therefore, I urge you to take responsibility for this process, which should result in the adoption of a law at the state level that regulates this matter,” he wrote.

Schmidt argued that such a working group should consist of an adequate number of parliamentarians, and representatives of relevant institutions at the state and entity levels, as well as domestic and international independent experts, including representatives of the European Union.

“My Office will actively participate in and support this effort, including legal and professional advice. The OHR will provide the Parliamentary Assembly of Bosnia and Herzegovina with a list of state and entity institutions, as well as relevant independent experts. I expect that the Parliament of BiH will convene a session of the working group as soon as possible. My office is at your disposal for any questions and further discussion,” his letter said.
