Following the Council of Ministers of Bosnia and Herzegovina's session on Thursday, which ultimately did not take place, Stasa Kosarac, Minister of Foreign Trade and Economic Relations, addressed the media. He reiterated positions "aligned with the policies of the National Assembly of Republika Srpska (RSNA)" and stated that "for them, SIPA does not exist as a category," emphasizing that "no one is preparing for war" but rather seeking dialogue.

“We believe there is no need to consider such matters because SIPA is not a constitutional category. This confirms our commitment, as we implement the policies of Republika Srpska (RS) and represent its positions. Why has no one in BiH institutions discussed the state of the Constitutional Court? Has anyone convened an official meeting to address the situation in the Constitutional Court, where there are no Serbs? Has anyone convened a meeting to discuss the illegal (High Representative Christian) Schmidt? Has anyone convened a meeting to address the politically motivated trial of the RS president for doing his job? Has anyone convened a meeting to declare that the selection of delegates from the raffle is not in line with democratic processes?” Kosarac said at the start of his address.

He stated that he has repeatedly called for dialogue and again blamed foreign actors for the “problems in BiH.”

“I want to remind you that we have repeatedly pointed out the political need to talk with partners from the Federation of BiH (FBiH) about decisions and developments outside institutions, but there was no support. I believe they will send an email to (former US Ambassador to BiH Michael) Murphy today to inform him. The culmination of the political crisis in BiH is caused by the actions of Schmidt and Murphy.”

Košarac added that “no one is blocking anything” and that “for them in RS, SIPA does not exist.”

“We are not blocking anything; we came to express our position on this matter. The only thing that was more than clear is that in this case, the SIPA director should have been dismissed. We are not interested in the state of SIPA. SIPA has no role in Republika Srpska, and we are absolutely not interested. For us in RS, SIPA does not exist.”
Kosarac clarified that the goal is not for SIPA to lack a director but for SIPA to cease to exist entirely.

“No one is preparing for war. We call for dialogue. We call for dialogue among domestic actors, without foreign involvement. That is the only possible form. Our goal is for SIPA not to exist at all, not just to lack a director. Let us return to the original Dayton Agreement and the Constitution without imposed solutions,” he concluded.
