The European Parliament adopted a report titled "The role of preventive diplomacy in solving frozen conflicts around the world - a missed opportunity or a change for the future." Vice President of the Committee for Foreign Affairs Zeljana Zovko initiated the preparation of this report with the aim of deepening the discussion on strengthening the role of the EU in preventing conflicts in the world.

During the adoption, a plenary amendment submitted by Zovko was also passed, calling on Bosnia and Herzegovina to urgently reach a common political agreement to open accession negotiations before March 2024.

According to a new report on the role of preventive diplomacy in resolving the world's frozen conflicts, the Union still lacks the necessary confidence or tools to develop its full mediation potential in areas of strategic importance. Zovko warned that the European Union will have to invest more in conflict prevention if it wants to maintain its global diplomatic power.

The text of the report states that when appointing EU special representatives and envoys, it is crucial to take into account the local, cultural and historical context, to avoid causing controversy in conflict regions and to strengthen the perception of representatives as fair mediators. Members of the European Parliament emphasized the need for a thorough assessment of the work of special representatives through oversight in the European Parliament, which would include an analysis of their initiatives, as well as the performance and contribution of the representatives to preventive diplomacy, the conflict resolution process or the implementation of EU-mediated ceasefire agreements.
