Milorad Dodik: We will launch constitutional dispute before RS Constitutional Court

“The Constitution of Republika Srpska clearly states that the president can step down only if he resigns, and I have not submitted my resignation,” Dodik said.

He added that if anyone were to raise the issue of his recall, it could only be done through a referendum, in the same way he was elected. “A recall can happen if there is a referendum and the majority votes for it, 50 percent plus one vote. That is what the Constitution recognises. However, these masters in Sarajevo believe everything is within their reach, thinking the time of hunting us down in Republika Srpska will never end,” Dodik stated.

According to him, some developments indicate that the situation is shifting. “The very fact that the Constitutional Court’s decision on the request for a temporary measure, one that should suspend all previous acts, is taking unusually long, shows that something is happening. Still, we believe a decision will come soon. I have no major expectations in that regard, but we must complete the process before the Constitutional Court of Bosnia and Herzegovina and then move to Strasbourg, to the European Court of Human Rights, where there are already many similar cases that were overturned due to the lack of respect for the legislative hierarchy,” Dodik explained.

He emphasised that it is crucial for the Constitutional Court of Republika Srpska to issue its own rulings and point out that previous actions violated the entity’s Constitution and legal framework.

“That will help us in Strasbourg and in other instances where we plan to appeal,” Dodik concluded.
