Minor cannot be held criminally responsible for murder in Bosanska Krupa

In a disturbing attack classified as an act of terrorism, a minor fatally stabbed a police officer and severely injured another in Bosanska Krupa. The incident, which authorities say was intended to intimidate and spread fear, has prompted law enforcement to heighten security measures and intensify the investigation. During a press conference, Una-Sana Canton Chief Prosecutor Merima Mesanovic and USK Police Director Amel Kozlica shared key details and called on the public for vigilance.

Kozlica recounted that the suspect, a minor, entered the police station with a knife, fatally injuring one officer while leaving the other in critical condition, though now stabilized following surgery. He confirmed that security across the region has been elevated to the highest level, with additional police personnel stationed at key sites. “Upon receiving word of this heinous act, we activated a top-tier response, assembled an investigative team, and informed the relevant judicial authorities,” Kozlica explained.

Mesanovic revealed that prosecutors were immediately informed and present at the scene. “The perpetrator was apprehended on-site and taken into custody. Given the intent and setting of this crime, it was quickly classified as terrorism, as it appears to have targeted a law enforcement institution with the aim of sowing fear. Following his arrest, the suspect’s residence was searched, with several items seized as evidence. Multiple police agencies are now actively cooperating on the case,” she noted, adding that the investigation is ongoing, with sensitive details withheld to protect its integrity.

The prosecutor further noted that the attacker had no prior criminal record and that authorities will also examine whether he had links to any extremist groups. “The investigation will leave no stone unturned. We are working to establish whether there were any influences or associations that led to this act,” Mesanovic said.

To reassure the public, Kozlica confirmed that extra officers have been deployed, particularly near schools and other public spaces. Reports had surfaced that the minor allegedly made inflammatory statements during the attack, but Kozlica urged caution, saying these claims remain unverified and speculation could lead to unnecessary alarm.
Mesanovic explained that the minor’s age—under 15—limits legal repercussions. “Under criminal law, minors of this age cannot receive life sentences or prison terms. Instead, corrective actions like placement in a juvenile detention center for up to five years are permissible,” she clarified.

The investigation will also extend to individuals who may have encouraged or incited the attack, with the Prosecutor’s Office of Bosnia and Herzegovina involved in tracking all possible influences. “If evidence shows that others contributed to this act, they will face justice as well,” Mesanovic affirmed.

On Thursday night, the 14-year-old suspect entered the Bosanska Krupa police station and attacked Officer Ozren Maran, who succumbed to his injuries, while his colleague, Avdo Hasanovic, sustained severe injuries but remains in stable condition at Dr. Irfan Ljubljankic Cantonal Hospital. The suspect remains in police custody as the investigation proceeds, with authorities promising to exhaust all avenues in their search for justice.
