Montenegro is Serbia's voluntary hostage, guests tell N1

A diplomat and Bosnia’s first ambassador to the UN, Muhamed Sacirbey, and the President of the Montenegrin Helsinki Committee for Human Rights, Miodrag Vlahovic, spoke to N1 about the upcoming vote on the UN Resolution on the Srebrenica genocide and the events in Bosnia, Serbia and Montenegro concerning its adoption.

The Montenegrin capital of Podgorica was the centre of Wednesday night’s protest triggered by the Montenegrin stated support for the Resolution. Vlahovic stated that Belgrade and Moscow are behind this event, noting that the two capitals can be easily identified.

“Of course, their main agent in Montenegro is the Serbian Orthodox Church. There are also the media, the so-called journalists promoting the Serbian interest. Montenegro is once again in a situation, which, long ago, I called ‘being a voluntary hostage of Serbia’. We have both characteristics and the situation in which Montenegro is a vassal of Serbia, a function dependent on what is happening in Serbia. It's not a good situation,” Vlahovic pointed out.

One of the reasons for this Resolution, according to Sacirbey, is that the genocide in Srebrenica is still being denied and because some, like the Republika Srpska (RS) entity President, Milorad Dodik, are threatening to secede from BiH.

“It’s clear that some in Serbia and Montenegro want to say that somehow the Serb people are being attacked, here. This is not a question of people, but of states and political leaders. [Serbian President Aleksandar] Vucic is seen more and more in the light of [Former Yugoslav President Slobodan] Milosevic,” Sacirbey said.

What could Vucic and Dodik present as a victory, even if the resolution on Srebrenica is adopted

Vlahovic pointed out that it would be “a great shame for Montenegro not to support the resolution on Srebrenica”.

“We should keep in mind a possible diplomatic game, in which many [states] would not show up and Vucic and Dodik could present that as a victory. In my opinion, what happened 30 years ago was a bad model for a solution. If Bosnia doesn’t move from Dayton [Peace Agreement] towards Euro-Atlantic integration, we will have similar situations every year.”

When asked, what are Russia, Serbia, and the RS entity ready to do after the adoption of the Resolution, Vlahovic stated that they are ready to do what the West allows them to do.

“They are bothered by the essence and truth of the word genocide. The second line of the front, the second line of defence is the definition, understanding, and promotion of the phenomenon of the institute of responsibility. It’s one thing to talk about responsibility in general, but the final wording of the First Amendment is a completely different wording, where it is said that criminal responsibility cannot be collective, which implies that other types of responsibility can be collective,” Vlahovic said.
