NATO condemns RS Assembly conclusions

The National Assembly of Republika Srpska adopted conclusions on Tuesday condemning the actions of the High Representative in Bosnia and Herzegovina, labeling his decisions as unlawful.

In response, the embassies of the United States, United Kingdom, Germany, France, Italy, and the EU Delegation in BiH criticized the resolutions, describing them as a threat to the country's constitutional order.

NATO also reacted, with Assistant Secretary-General for Political Affairs and Security Policy Boris Ruge stating that the alliance is closely monitoring developments in Bosnia, including the conclusions of the RS National Assembly.

“We share the concerns expressed by the Quint. NATO fully supports the sovereignty, independence & territorial integrity of BiH as well as the High Representative's authority under the Dayton Peace Agreement”, he wrote on X.

The embassies of the United States, United Kingdom, Germany, France, and Italy, along with the European Union Delegation in Bosnia and Herzegovina emphasized that the DPA and the Constitution unequivocally establish the primacy of BiH’s institutions and the Constitutional Court. Annex 4, Article 3 of the DPA states, “Entities and subdivisions thereof shall comply fully with this Constitution, which supersedes inconsistent provisions of the law of BiH and of the constitutions and law of the Entities, and with the decisions of the institutions of BiH.”

The embassies underlined that all legislation and conclusions from lower-level bodies, including those from entity parliaments, must align with the BiH Constitution and the Constitutional Court’s decisions. They stressed that neither entity has the authority to challenge the primacy of BiH institutions or laws.
