New OHR report to UN SC warns of continued institutional deadlock and attacks on Bosnian state

A fresh session of the United Nations Security Council concerning Bosnia and Herzegovina is scheduled in three days, placing the future of the Office of the High Representative and the European Union military mission under close scrutiny.

The agenda centers on the semi-annual report prepared by the acting high representative, Louis Crishock, who will not attend the proceedings. Draft sections of the document highlight institutional obstructions, inflammatory political rhetoric originating primarily from authorities in Republika Srpska, and continued deadlocks within the Council of Ministers and parliamentary bodies.
According to the text, persistent blockades and non-compliance with Constitutional Court rulings weaken state institutions and hinder Euro-Atlantic integration. The report notes that these actions, paired with attempts to establish parallel structures, point toward a scenario of de facto separation. No progress has been recorded on the five-plus-two agenda, which remains the prerequisite for closing the OHR, while the document also addresses reactions following the death of convicted war criminal Ratko Mladic.
Zlatko Lagumdzija, Bosnia and Herzegovina's ambassador to the UN, previously indicated that secessionist activities would feature prominently in the regular briefing. The debate follows a notable shift during the previous May session, when the United States administration adopted a position differing from earlier assessments by former high representative Christian Schmidt regarding the imminence of secession threats.
Beyond the political assessment, the formal schedule includes the annual vote to renew the mandate of the European military mission in Bosnia, an extension expected to secure approval. Denis Becirovic, the chairman of the tripartite presidency, is slated to address the council during the meeting on October 30. Official confirmation regarding whether the government of Republika Srpska has submitted its own parallel report, a practice maintained since 2009, remains pending.
