OHR urges FBiH parliament to fill RTV board vacancies

The public RTV service of the Federation of Bosnia and Herzegovina has been operating with just one of its four Board members for over a decade. In response to FENA's inquiry about the selection process for the RTVFBiH Board members, the Office of the High Representative (OHR) reminded the FBiH Parliament of its long-standing obligation to appoint the remaining members.

The OHR emphasized that this appointment is crucial for the institution to operate lawfully and effectively, contributing to the overall functionality of Bosnia and Herzegovina's Public RTV system. The OHR did not comment on the suitability of individual candidates, noting that such decisions are best left to Parliament.

According to the relevant legislation, the FBiH Parliament is responsible for appointing the Board members from a shortlist of candidates. This list is provided by the Selection and Appointment Committees of both houses of the Parliament within 30 days of its submission.

The selection process, conducted by these committees, is designed to be fair, open, and transparent. It adheres to the standards and deadlines set by the Law on Ministerial Appointments and other relevant legislation to ensure the most qualified candidates are chosen.

The appointment of the Board members is on the agenda for today's session of the House of Representatives of the FBiH Parliament. This step is essential to address the leadership vacuum and ensure the public RTV service can fulfil its mandate effectively.
