PIC session concludes without agreement on new High Representative for Bosnia

The Steering Board of the Peace Implementation Council (PIC) has concluded its two-day session without results, as member states failed to reach an agreement on the appointment of a new High Representative, N1 confirmed.

The United States and Italy are advocating for the appointment of Antonio Zanardi Landi, an Italian diplomat who has served in Moscow and the Vatican, to succeed Germany's Christian Schmidt, who resigned last month. According to Bloomberg, Washington is seeking a reduction in the powers of the Office of the High Representative, an institution that traditionally holds broad authority. This approach is facing opposition from France and other nations.
Sources note that the discussions are complex and could be prolonged, adding that the involved countries might resort to a temporary solution if no agreement is reached on Thursday, when the Peace Implementation Council, which brings together Canada, the United Kingdom, and the European Union, among others, is scheduled to make a decision.
A French official stated that debates over a new envoy are normal, emphasizing that there are no tensions between Paris and Rome and that both countries share the same stance on the representative's mandate. The Italian government has not commented, while the United States Embassy in Sarajevo referred questions to the State Department.
The disagreements among Washington, Rome, Paris, and other nations highlight the complexity of Balkan politics during a period of transatlantic tensions.
