Political blame game: How Bosnia missed out on €70 million EU funds

In an interview with Edin Forto, Bosnia and Herzegovina's Minister of Communications and Transport and leader of Nasa Stranka, he addressed the recent failure to secure the first tranche of €70 million from the EU's Growth Plan. Forto attributed the failure to the opposition, specifically the SDA, whose cantonal premiers refused to support the Reform Plan.

Forto explained that all cantonal premiers had voting rights in the working group deciding on the Reform Plan. Despite all others voting in favor, the four SDA premiers voted against, preventing consensus. He criticized this move, noting that the document had been inaccurately rejected without being read properly.

Forto refuted claims that the plan failed due to issues regarding foreign judges in the Constitutional Court. He emphasized that the document was agreed upon, excluding any unagreed elements, including the contentious issue of foreign judges.

He also mentioned an example where the RS demanded a consensus vote in the State Aid Council, which would effectively allow blocking decisions. Forto opposed this, seeking a document reflecting broad agreement.

The EU suggested that 97% agreement was sufficient, but the SDA blocked the ambitious plan through their cantonal votes. Forto expressed disappointment, highlighting that this was one of the most ambitious plans for Bosnia and Herzegovina in the past decade.

Forto also responded to the US Embassy's concerns, clarifying that the document sent to Brussels contained only agreed-upon measures. He acknowledged the role of SNSD and its coalition in weakening the document but placed the final blame on the SDA for its failure.

Despite the setback, Forto remains hopeful that Bosnia and Herzegovina will secure the funds once the necessary criteria are met, emphasizing the need for stronger central administration to meet EU requirements.
