Republika Srpska Engages US Republican strategist for lobbying efforts

The authorities of Republika Srpska (RS) have engaged a new lobbying representative in the United States, contracting MO Strategies, Inc., a firm founded by longtime Republican strategist Martin Obst, the Balkan Investigative Reporting Network (BIRN) BiH reported.

The contract, made public via the US Foreign Agents Registration Act (FARA) database, shows that MO Strategies, Inc. was subcontracted by Becker & Poliakoff, the US law firm that signed a direct lobbying agreement with Republika Srpska in June 2025.
Under the terms of the July 1 agreement, MO Strategies will represent RS interests before the US government on issues identified by RS authorities. While the contract does not name the official RS institution as the client, the listed Banja Luka address on Bana Milosavljevic Street points to the Office of the President of Republika Srpska.
MO Strategies is to receive $10,000 per month, conditional upon payment from Republika Srpska to Becker & Poliakoff, which serves as the contractual intermediary.

The agreement was signed by Martin Obst, whose biography highlights over two decades of experience in Republican political circles. Obst reportedly held key roles in Donald Trump’s 2016 and 2020 presidential campaigns, and served as a senior political advisor to former Vice President Mike Pence.
Detektor reached out to MO Strategies, Martin Obst, and the Office of the President of Republika Srpska for comment, but none responded at the time of publication.
Following Donald Trump’s return to the White House, the RS authorities have stepped up lobbying activities aimed at strengthening ties with the new U.S. administration. The June 2025 contract between Republika Srpska and Becker & Poliakoff specifically cites the promotion of direct dialogue between RS and Trump officials as a key goal.
That same contract shows that Becker & Poliakoff is acting as a subcontractor to Zell & Associates International Advocates, the firm hired in January 2025 and directly funded by the RS government. Zell & Associates is contracted at $40,000 per month, and, according to BIRN, is also working to lobby for the removal of U.S. sanctions against RS President Milorad Dodik and BiH Presidency member Zeljka Cvijanovic.
