The Government of Republika Srpska (RS) entity held a special session on Tuesday, adopting eight conclusions, including those put forward by the SNSD Presidency that reject the Court of Bosnia and Herzegovina’s ruling against RS President Milorad Dodik. The conclusions equate the legal process with an attack on the people and the entity itself, while also indirectly calling on the opposition to join ranks.

In its first conclusion, the RS Government "categorically rejects and does not accept the final verdict of the Court of BiH against the President of Republika Srpska, Milorad Dodik," describing it as politically motivated.

Officials reiterated the conclusions of the RS National Assembly from December 25, backed by the SNSD-led majority, which declared the Court and Prosecutor’s Office of BiH unconstitutional. Despite that, Dodik has appeared before these institutions, including recently giving a statement related to another ongoing criminal investigation.

The Government reaffirmed its commitment to the Dayton Peace Agreement, stressing that a democratic Bosnia and Herzegovina is only sustainable if the constitutional position of Republika Srpska is upheld, and that only voters have the right to choose their legitimate representatives.

The conclusions also accuse the Federation of Bosnia and Herzegovina (FBiH) entity of creating an unequal position for RS by supporting what the RS Government calls unconstitutional judicial institutions, thereby, in their view, violating the principles of equality among the signatories of the Dayton Peace Agreement.

Reaffirming loyalty to what it calls “the interests of Republika Srpska,” the Government went further to equate Dodik with the institutions and people of the RS, and indirectly invited opposition parties to stand with him.

“The Republika Srpska Government calls on all relevant political actors and citizens of RS, at a time when attempts are being made to forcibly dismantle the institution of the RS Presidency, impose colonial governance, and silence democracy, not to accept the disenfranchisement of the Serb people and other peoples in BiH. It calls on them to firmly and clearly support their democratically and directly elected President of Republika Srpska. The Government of Republika Srpska considers that the verdict against the President is a verdict against the entire Serb people in BiH, threatening their equality and survival, and directly undermining the basic principles guaranteed by the Dayton Agreement, in which Republika Srpska is one of the signatories,” the conclusions state.

The Government concluded by affirming that it will, “in accordance with constitutional competencies and the Dayton Peace Agreement, continue taking all necessary measures to preserve the institutions of Republika Srpska and ensure peace and security for all its citizens.”

The SNSD Leader Milorad Dodik previously called for an emergency session of the RS National Assembly, urged the opposition to form a “government of national unity,” and announced a series of public gatherings and rallies throughout the entity in support of Dodik, framed as “informing the citizens.”
