RS Minister proposes border control law further undermining BiH institutions

The Minister of Internal Affairs of Republika Srpska (RS), Sinisa Karan, announced that amendments to the Law on Police and Internal Affairs, as well as a new Law on Border Control of Republika Srpska, have been submitted for legislative procedure. These legal changes aim to regulate the control and oversight of Bosnia and Herzegovina’s state border within RS territory.

Karan stated that the Law on Police defines the competencies of the Ministry of Internal Affairs (MoI) in monitoring state border crossings within RS, while the Law on Border Control will further regulate border management, establishing MoI’s exclusive authority over these matters.

“This law will also define border crossings, permissions, border checks conducted by MoI officers, and the overall supervision of the state border within RS,” Karan added.

According to him, the law introduces provisions on border incidents, border violations, and procedures for resolving such cases. It will also cover aspects such as border demarcation, protective zones, the transfer and control of weapons and ammunition across the state border, international border police cooperation, data collection, and record-keeping related to border control.

Karan further noted that the amendments to the Law on Police and Internal Affairs would clarify specific police powers, granting MoI stronger authority, particularly in detaining individuals with outstanding arrest warrants.

“We will also regulate the issue of external deployment from other police agencies to the RS MUP,” Karan stated.

Additionally, the proposed changes will address aspects of police education, and the formal integration of the Gendarmerie and the Internal Affairs High School as organizational units within MoI.

These legislative initiatives align with Republika Srpska's ongoing political manoeuvres led by Milorad Dodik and his associates, for whom the Court of Bosnia and Herzegovina has issued arrest warrants. Dodik and his political allies have passed multiple decisions that the Constitutional Court of Bosnia and Herzegovina has since suspended.

Karan has previously stated that “RS officials will not be arrested,” signalling that RS MoI would protect Dodik, Nenad Stevandic, and Radovan Viskovic should state authorities attempt to bring them to justice.
