RS PM slams Schmidt’s decisions, alleges financial irregularities, threatens legal action

Radovan Viskovic, Prime Minister of Bosnia’s Republika Srpska (RS) entity, has strongly criticised High Representative Christian Schmidt following the imposition of two decisions related to the settlement of BiH’s debt to the Slovenian company Viaduct and funding for next year’s general elections.

Viskovic once again questioned Schmidt’s legitimacy and accused him of overstepping his authority.

“Here we have another unprecedented absurdity in BiH called Christian Schmidt,” Viskovic said. “After his political theatrics, he’s now decided to move into economic matters. He has absolutely no right to do so, but BiH is the only country in the world where the law holds no weight.”

He described the Viaduct case as riddled with irregularities and announced that RS will demand that international institutions investigate the decision.

“The Office of the Attorney of BiH has responded that the account provided by Viaduct is not valid, and they advise against any payment. The bank account is located in the Channel Islands and is linked to one of 40 legal entities operating under the same name. Schmidt wants a cut of those millions to secure his pension,” Viskovic claimed.

He added that RS will not support such moves and insisted that the funds in question are not part of the state budget.

“We adopted conclusions at today’s RS Government session reaffirming our long-standing position: Schmidt is a tourist in BiH, illegal and without any appointment under the Dayton Agreement. Since he insists on proceeding, we’ve asked our representatives in state institutions to contest his decisions, and advised the affected institutions to initiate legal proceedings, even in Germany, if necessary.”

Viskovic also emphasised that BiH, not Republika Srpska, was the official defendant in the Viaduct arbitration.

“RS has never avoided its obligations in the Viaduct case. BiH was sued and found liable. The state was supposed to pay this from its own funds. We own 42% of the Central Bank of BiH (CBBiH). When it was established, RS had to take out loans to contribute to the bank’s capital,” he said.

Regarding election equipment, Viskovic claimed it had already been delivered to BiH.

“The equipment has been in the country for over a year. This is nothing more than the legalisation of another dirty deal. They're using CBBiH funds to finance it, yet the same funds supposedly can't be used for the Viaduct. If this isn’t cause for suspicion, what is?”

“On behalf of RS, we will demand that even the Federation of BiH join the investigation. This is a more serious crime than the previous ones. It’s the pinnacle of institutional disrespect in this country. Mr. Schmidt, today you revealed your true face, involvement in criminal activity in BiH,” Viskovic concluded.
