RSE press freedom report: BiH among the lowest-ranked in the region
According to the latest 2025 World Press Freedom Index published by Reporters Without Borders (RSF), Bosnia and Herzegovina ranks 89th, placing it among the lowest-ranked countries in the EU–Balkans region.

In this year’s report, RSF focused on the economic pressures threatening the survival of independent media around the world. In 160 out of 180 countries analyzed, media outlets are struggling—or unable—to remain financially sustainable, while in nearly a third of countries, newsrooms are shutting down due to economic hardship.
The report notes that media in Bosnia and Herzegovina, Serbia, and Kosovo are facing existential crises caused by budget cuts and increased political control, especially over public broadcasters.
The European Media Freedom Act (EMFA), which is supposed to provide stronger legal protections, has yet to be implemented, particularly in the Balkans.
Among countries in the region, Montenegro ranks the highest at 37th, while Kosovo is at the bottom with 99th place. The other regional rankings are Serbia (96), Albania (80), North Macedonia (42), Croatia (60).
The report further highlights that media outlets able to withstand pressure, such as those in Croatia and Bulgaria, are often targeted by SLAPP lawsuits, which drain their financial resources.
