The Russian Embassy in BiH did not partake in the two-day session of the Peace Implementation Council Steering Board (PIC SB) because they do not recognise Christian Schmidt as High Representative in BiH as his appointment was not confirmed by the UN Security Council, the Embassy said Wednesday.
In their reaction, the Russian Embassy clearly reiterated its opposition to the country's entry into NATO, concluding that there is no consensus on the matter, despite it being one of the main foreign policy priorities of Bosnia and Herzegovina.
“We would like to draw your attention to the fact that the Office of the High Representative (OHR) itself confirms the correctness of our argument. Namely, the conclusions regarding the independent annual audit report from November 26, approved by the PIC, directly state that “the PIC proposes a candidate for the position of High Representative. The UN Security Council, which approved the Dayton Peace Agreement and the deployment of an international military contingent in BiH, approves the said candidacy,” the Embassy of the Russian Federation in BiH said.
They added that they believe that the reason for the internal political crisis in BiH is the subjective decision of former High Representative Valentin Inzko and the refusal of PIC partners to follow the approved procedure for appointing the High Representative.
“We believe that the proposed communiqué of our Western partners contains a distortion of the letter of the Dayton Peace Agreement. We are forced to recall that according to Dayton, BiH does not include but consists of two entities. Our position is that all problems in BiH should be resolved exclusively through dialogue between the BiH parties on the basis of mutually acceptable compromises. This also applies to BiH's foreign policy priorities, including Euro-Atlantic integration, on which there is no consensus in the country. We insist that the mandate of the PIC within the Dayton does not imply securing BiH's membership in NATO,” the Embassy said.
The Russian Federation, as one of the witnesses of Dayton, stands for the territorial integrity and real sovereignty of BiH, they noted.
“In order to achieve this goal, it is necessary to close the OHR as soon as possible, which has become an obstacle on the path of Bosnia’s democratic development. It is necessary to transfer all responsibility for the situation in the country to the citizens of BiH, as soon as possible,” concluded the reaction of the Embassy of the Russian Federation in Bosnia and Herzegovina.
