Russia confirms no veto on EUFOR mission extension in Bosnia

Russian Ambassador to Bosnia and Herzegovina, Igor Kalabukhov, confirmed during an appearance on Face TV that Moscow will not veto the extension of the EUFOR mission “Althea” in Bosnia and Herzegovina.

“This meeting will confirm EUFOR’s mandate for another year”, Kalabukhov stated.
Russia is scheduled to present a report on Bosnia before the United Nations Security Council on October 31, authored by representatives from the Republika Srpska entity.
Last week, Milorad Dodik, leader of the Alliance of Independent Social Democrats (SNSD), visited Russia and later posted on Instagram that Russian Foreign Minister Sergey Lavrov announced Moscow would use its upcoming presidency of the UN Security Council to “re-examine” the 1995 Dayton Peace Agreement. Lavrov reportedly claimed that the accord might “collapse” as it allegedly infringes upon the “rights of the Serb people.”

Dodik also asserted that “Russia has the right to initiate discussions as a guarantor of the Dayton Agreement.”
The Institute for the Study of War has warned that Russia intends to destabilise Bosnia and Herzegovina during its presidency of the UN Security Council.
The Security Council session on October 31 traditionally includes a decision on extending EUFOR’s “Althea” mission mandate, as well as consideration of the High Representative’s report. The fact that Russia currently presides over the Council has raised concerns among Bosnia and Herzegovina’s political leadership.
Reactions to the upcoming session have been intense and divided. In Sarajevo, the move is seen as an attempt by Moscow to support Milorad Dodik’s policies and undermine the legitimacy of international institutions in Bosnia and Herzegovina. In Banja Luka, officials argue that the pressure on Republika Srpska is politically motivated and emphasise their right to seek allies and support globally.

“This is clearly a coordinated action of Russian diplomacy, while Dodik is desperately seeking Moscow’s protection, not only for himself but also for his political moves. I intend to attend that Security Council session to simply present our side of the story,” said Zeljko Komsic, Bosnia and Herzegovina Presidency Chairman.
