Russian Ambassador criticizes Bosnia’s political status and international oversight

The Russian Ambassador to Bosnia and Herzegovina, Igor Kalabukhov, has sharply criticized the country's current political framework, asserting that the situation thirty years after the war is unsustainable. In an interview with Glas Srpske, Kalabuhov employed rhetoric challenging the current implementation of the Dayton Agreement, stating it is "not normal" for Bosnia and Herzegovina to remain under a "protectorate" for three decades.

Kalabukhov’s comments were a direct reference to the role of the international community and the Office of the High Representative (OHR). He emphasized that Russia, as a guarantor of the Dayton Peace Agreement, insists on a literal interpretation of the document, which ensures the equality of the two entities and the three constituent peoples.

Regarding diplomatic ties, the Ambassador clarified that while Russia seeks mutually beneficial relations with all parties in BiH, its closest ties are with Republika Srpska. He explicitly characterized this relationship as a "strategic cooperation."

The diplomat also highlighted what he calls the "Dayton paradox." Reflecting on the 30th anniversary of the peace accords, Kalabuhov questioned how such a vital document has not yet been officially translated into local languages. He argued that the lack of an official translation is the root cause of conflicting interpretations of the BiH Constitution.

Kalabukhov further accused Western partners of abandoning the path of compromise shortly after the agreement was signed, opting instead to "use force to impose their vision." He described the current situation involving the High Representative and the use of "Bonn powers" as the pinnacle of this policy, claiming that many original provisions of Dayton have been distorted in practice.

Concluding his remarks, the Russian diplomat called on local leaders to stop blaming external factors for their problems and to demonstrate the courage necessary for true sovereignty. "For sovereignty and independence, one must have the courage to make decisions and take full responsibility for them," Kalabukhov stated.
