Russia’s Embassy in Bosnia and Herzegovina criticised the decision of the High Representative in BiH to impose a decision on financing the October elections, arguing that he was not appointed according to procedure and should thus not have the power to do so.
Christian Schmidt, who is the international community's official overseeing the civilian implementation of the 1995 Dayton Peace Agreement in BiH, used the Bonn powers on Tuesday.
“With this decision, I order the following, and that is that the Central Election Commission will receive the amount of 12.5 million marks, which was initially determined for the preparation and organising of the elections,” Schmidt explained.
The Russian embassy said on Wednesday that Schmidt was an illegitimate High Representative, arguing that he was not appropriately appointed through a United Nations resolution and that his decisions are thus non-binding.
“Never before have international officials so shamelessly encroached on someone else's wallet. Although, to be honest, this action organically fits into the pirate logic of the collective West, which is clearly shown by the illegal restrictions on Russia. The absurdity of Christian Schmidt's actions is underlined by the fact that the parties in BiH have reached a compromise on this issue. Moreover, there were concrete proposals for overcoming the situation,” the Russian embassy said.
The Embassy said that “brute force that destabilised the situation in BiH” prevailed.
“We reaffirm the need for the BiH parties themselves to reach a solution on all key issues, that there is no alternative to dialogue and compromise, including the parameters of organising truly free and democratic elections, for which there are the necessary legal mechanisms,” the Embassy said, but added that it would not be surprising if the policy of the international community leads to it choosing “local representatives in government structures in its own image and opportunity.”
“And that will be the apotheosis of the Western ‘democratic’ governance of Bosnia and Herzegovina,” it concluded.
