Sarajevo Canton introduces program-based budgeting

Sarajevo Canton is introducing program-based budgeting, a reform aimed at making public spending more transparent and linking budget allocations to specific objectives, measurable results and benefits for citizens.

Under the new system, the focus will shift from how much money is spent to what is achieved with public funds. Each budget program will have clearly defined objectives, expected results and performance indicators, allowing spending and the outcomes of public policies to be monitored more effectively.
The reform is intended to improve the efficiency and accountability of public spending and bring the canton's budget management closer to European practices.
Preparations for the full implementation of program-based budgeting will begin in late 2026 and early 2027, creating the conditions for its application in future budget cycles.
Sarajevo Canton Finance Minister Afan Kalamujic said the reform would change the way public money is managed by making it possible to track where funds are allocated, what they are intended to achieve and what results they produce.
"If we invest public money in education, healthcare, transport, security or any other area, we need to know what we want to achieve and be able to measure whether we have succeeded," Kalamujic said.
