High Representative for Bosnia and Herzegovina Christian Schmidt addressed the United Nations Security Council on Tuesday, presenting his latest report on the situation in the country. In his remarks, Schmidt warned of an escalating political crisis in Bosnia and Herzegovina, though he stressed there is currently no indication of a direct security threat.

“Bosnia and Herzegovina is experiencing a serious political crisis. While I do not see the threat of war, the rhetoric and unconstitutional actions of certain political actors are undermining the peace framework,” Schmidt said.

He emphasised that growing tensions stem from reactions to a court ruling against Republika Srpska President Milorad Dodik. “Following his conviction, Mr. Dodik intensified attacks on the constitutional order and pushed the RS authorities to adopt legislation restricting the work of state-level institutions in the entity. He has even alluded to possible secession,” Schmidt told the Council, warning that these actions threaten the country’s territorial integrity.

Schmidt also expressed concern over a stalled reform process, highlighting that the state-level coalition is under serious strain. “EU-related reforms have come to a standstill, and the country’s path toward European integration is in jeopardy,” he said, calling on the international community to act decisively to stop further backsliding.

Referencing the upcoming anniversary of the end of World War II, Schmidt stressed the importance of peace, the rule of law, and democratic development. “The Dayton Peace Agreement is not just a legal framework—it is a foundation for lasting peace. Without respect for democratic processes and constitutional order, Bosnia’s future is at risk,” he warned.

Despite the political crisis, Schmidt noted that Bosnia’s economic situation remains stable, but called for updated data, including a new population census, to better assess the country’s needs.
