TIBiH report: Over 2,000 NGOs received 46 million KM from state and entity levels

Data from Transparency International in BiH (TIBiH) reveals that approximately 3,100 grants, totaling 46 million Bosnian marks (approx. €23.52 million), were distributed to 2,052 non-governmental organizations from the state and entity levels of government in 2024. These findings, published on the Odgovorno.st platform, raise significant concerns regarding the transparency and accountability of public fund distribution in Bosnia and Herzegovina.

Audit institutions have highlighted that in many instances, funds were allocated without public calls or clearly defined criteria. TIBiH noted that public money was frequently funneled to organizations with direct links to political actors. This is evidenced by the fact that 198 individuals who appeared on election candidate lists currently lead NGOs that received public financing.

The report further emphasizes that some public officials are in direct violation of conflict-of-interest laws by managing associations financed through the public budget. "It is particularly problematic that some NGOs receiving public funds were directly involved in political activities and election campaigns, which is clearly prohibited by law," TIBiH stated. The published data aims to expose these systemic weaknesses and advocate for stricter oversight of how public resources are utilized within the civil society sector.
