US delegation visits Agency for Forensic and Expert Examinations

The visit forms part of an initiative led by the US State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL) to strengthen the identification of narcotics across the country. Running from 21 to 25 September, the multi-day assessment aims to deliver a detailed overview of current operational capacities, technical needs, and strategic challenges.

Agency representatives outlined the operations of the Laboratory for Chemical and Physical Examinations, which has processed narcotic drugs and psychotropic substances since 2015. Discussions focused on evidence handling procedures, technical equipment, staff expertise, and the growing difficulty of identifying emerging psychoactive substances and synthetic opioids.

Both sides highlighted priorities for future cooperation, including specialized training for laboratory personnel, knowledge sharing, the refinement of analytical methods, and technical upgrades required to detect synthetic drugs such as fentanyl and nitazenes efficiently.

The visiting delegation comprised Scott Oulton, a retired senior official from the US Drug Enforcement Administration (DEA), Brittany Graham, Deputy Assistant Director of the Forensic Operations Unit at the US Department of Justice’s International Criminal Investigative Training Assistance Program (DOJ/ICITAP), and representatives from the INL office at the US Embassy in Bosnia and Herzegovina.
