Federation of Bosnia and Herzegovina (FBiH) entity’s House of Peoples session scheduled for Thursday, 13:00 hrs, has not started yet. The session was planned to deal with the Draft Law on FBiH Constituencies, which was drafted by Sarajevo based parties but rejected by Croat MPs from the beginning.

At the moment, the Bosniak Caucus in the House of Peoples (HoP) is holding a meeting but no further information was provided to the press for the reasons as to why the session is late and why the Bosniak Caucus is in meeting.

According to some unofficial information in the FBiH Parliament, MPs are discussing the dismissal Drago Puzigaca, the FBiH HoP Deputy Speaker  because he, allegedly, signed the FBiH HoP Speaker Lidija Bradara’s request that the Draft Law on FBiH Constituencies and the Number of Mandates in the FBiH Parliament be declared harmful to the vital national interest of the Croat People.

Only the FBiH Vice President Milan Dunovic spoke to the press saying that “the essence of the problem is that the Democratic Action Party (SDA), the Croat Democratic Union (HDZ BiH) and the Alliance for Better Future (SBB) have allowed the Party of Independent Social Democrats (SNSD) to enter the FBiH Government and the election of Drago Puzigaca,” Dunovic said.

“That’s when I pointed out that his election could pose a great problem for the functioning of the FBiH because with his signature he can block the election of the Serb Caucus in the Parliament and protect the interests of the Croat Caucus and the HDZ BiH (even though he is a Serb MP). The SDA and SBB delegates now want to adopt their Draft Law, but at the same time they elected a man who can destroy the Constitutional order of the FBiH when given a chance, and today he got his chance,” Dunovic concluded.

No one still knows what is going to happen because the Parliament hall has been long empty. Puzigaca did not want to comment on any media speculation and simply walked out of the hall.  

Four parties – the Democratic Action Party (SDA), the Alliance for Better Future (SBB), the Social Democratic Party (SDP) and the Democratic Front (DF), with support of the Our Party, agreed earlier on a law proposal that defines the geographical constituencies and the number of mandates in the Parliament of the FBiH, Bosnia's entity shared by Bosniaks and Croats, hoping they would solve the current political crisis that hinders the progress of the country.

Bosnia's state-level Election Law has been a burning issue since two years ago when the Constitutional Court ruled that some of its provisions were violating the state Constitution. One of the disputable provisions dictated that the Federation's cantons delegate at least one representative from each of the country's three main ethnic groups to the Federation's House of Peoples.
