Authorities find 71 Chinese nationals working Illegally at Komanje Brdo solar project

As part of routine operations, inspectors from the Service for Foreigners’ Affairs on October 3, 2025, carried out an inspection of the residence and employment status of foreign nationals at the Komanje Brdo site, municipality of Stolac. During the inspection, a total of 141 citizens of the People’s Republic of China were found, 71 of whom were employed without previously approved temporary residence in Bosnia and Herzegovina and without work permits.

According to a statement from the Service for Foreigners’ Affairs, their travel documents were temporarily confiscated, with official receipts issued, and legal proceedings have been initiated in accordance with the Law on Foreigners.

“A total of 71 passports were confiscated, and legally prescribed measures will be undertaken against all individuals involved. In addition, the passport of a responsible person was also seized due to identified irregularities, and that person has been summoned to the offices of the Field Center in Mostar,” the Service said.

The case concerns the construction site of one of the largest solar power plants in the country, a project valued at 100 million euros, in which the Chinese corporation Norinco International is participating.

Members of the informal group Stolacki otpor (Stolac Resistance) had previously warned about the problem, stating that the Chinese workers in this area were living like prisoners, without documents or protection, and that one of them had died on June 20 this year. According to their information, he too had been unregistered. They asked: Where was he buried?

The Service for Foreigners’ Affairs emphasized that this operation represents a significant achievement by its inspectors, who, through continuous and coordinated actions, work to prevent illegal residence and employment of foreign nationals, as well as to protect the security and legal order of Bosnia and Herzegovina.

“The Service for Foreigners’ Affairs will continue with intensified inspections in the coming period, with the aim of ensuring full implementation of legal provisions and maintaining institutional accountability,” the Service stated.
