BiH's UN Amb: It's still unclear whether High Rep will speak at UN SC session

Although media already reported on parts of the report on the situation in Bosnia which High Representative Christian Schmidt put together, it remains unclear whether he will be able to present it to the UN Security Council (UN SC) since Russia and China do not accept his mandate, BiH’s representative at the UN, Sven Alkalaj, told N1.

Christian Schmidt is the international official tasked with overseeing the civilian implementation of the 1995 Dayton Peace Agreement. He took over the post beginning of August, amidst a major political crisis that was unfolding in the country.

Russia, as well as Bosnia’s semi-autonomous Republika Srpska (RS) entity, never accepted Schmidt’s mandate, arguing that he was not appointed according to the rules.

Alkalaj said that Schmidt’s report has arrived in the UN and is being discussed. He said that it is a good report that “reflects the real state of affairs in Bosnia and Herzegovina.”

He explained that the session on the situation in BiH was postponed from Tuesday to Wednesday because of ongoing discussions in the UNSC on what should be discussed.

“This is primarily the extension of EUFOR's mandate and discussions on the situation in BiH based on the High Representative's report,” he said.

Alkalaj noted that “the biggest debate is about the status of the High Representative” as every Resolution concerning the extension of the EUFOR mandate mentions him and Russia and China do not recognize his authority.
