Council of Ministers allocates 4 million Bosnian marks for Annex VII Dayton Peace Agreement projects

The Council of Ministers of Bosnia and Herzegovina adopted a Decision at an extraordinary telephone session on Monday to reallocate 4 million Bosnian marks (approx. €2,045,168) from the budget of the Ministry of Human Rights and Refugees to the BiH Return Fund. The funds are designated for projects supporting rights under Annex VII of the Dayton Peace Agreement.

Under the 2026 budget law, financing for the Revised Strategy for implementing Annex VII relies on pooled resources from state institutions, entities, and the Brčko District. A corresponding agreement was signed by the state ministry, the Federation Ministry of Displaced Persons and Refugees, the Republika Srpska Secretariat for Displaced Persons and Migration, the Brčko District Government, and the BiH Return Fund.

The agreed financial structure includes 4 million marks (approx. €2,045,168) from the Ministry of Human Rights and Refugees, 50,000 marks (approx. €25,565) from each entity institution, and 25,000 marks (approx. €12,782) from the Brcko District Government. The combined total of 4.125 million marks (approx. €2,109,073) will be transferred to a sub-account of the BiH Return Fund to finance projects approved by the BiH Commission for Refugees and Displaced Persons.
