The government of Republika Srpska (RS) entity has submitted its annual report to the United Nations on the situation in Bosnia and Herzegovina, responding to a recent report from High Representative Christian Schmidt. The report contains numerous contentious claims, in line with past submissions from Republika Srpska authorities.
The first section of the report outlines Republika Srpska's stated commitment to upholding the Dayton Agreement, emphasizing Bosnia and Herzegovina's sovereignty, territorial integrity, and the use of peaceful means to maintain order. The report also stresses the importance of respecting the constitutional framework of BiH.
The second section highlights the obligations of both domestic and international actors to respect Bosnia's constitution, specifically its ‘consociational and federal’ structure. It criticizes what it describes as troubling attempts by certain local and foreign entities to undermine constitutional mechanisms essential to the Dayton compromise. The report also raises concerns over recent ‘centralisation’ moves that Republika Srpska argues encroach on the entities’ jurisdictions.
A significant portion of the report is dedicated to criticising High Representative Christian Schmidt, whose legitimacy Republika Srpska does not recognize. The government argues Schmidt’s actions infringe on citizens’ rights and undermine the rule of law, destabilising progress within the Dayton framework. The report references Schmidt’s testimony in the case of ‘Kovacevic v. Bosnia and Herzegovina,’ alleging he overstepped his mandate by interpreting the constitution rather than Annex 10 of the Dayton Agreement.
The report also condemns what it describes as foreign interference, particularly an economic campaign led by “certain elements in the US.” It singles out posts from the U.S. Embassy’s account on social media platform X (formerly Twitter), alleging these posts stir unnecessary tension and resentment.
In a third section, the report covers Bosnia and Herzegovina’s EU integration prospects and addresses security concerns, including recent terrorist incidents. It references an attack on a police station in Bosanska Krupa, where an officer was killed, and mentions the 7th of October, 2023, attack in Israel, claiming there is widespread support for Hamas within the Bosniak community in Sarajevo. The report asserts that due to alleged opposition from Sarajevo officials, a planned commemoration for the victims of the October 7 attack had to be relocated to Republika Srpska.
