She recalled some of the priorities that should be adopted in the coming period, in a relatively short period of time – these are the state Law on Prevention of Conflict of Interest and the Law on Courts of Bosnia and Herzegovina.

She says that there are still several steps, but these two laws are key.

“In this relatively short time, it would be good to focus on completing the remaining steps ahead of us. The more results we deliver to Brussels, the better for us. When you have strong arguments and when you finish as much work as possible, you leave less room for the decision to be negative,” Habota said.

As for the negotiation structure itself, she said that it is work that is still ahead of us and that the competent institutions have experience when it comes to conducting negotiations. She mentioned conducting negotiations in the event of concluding the Stabilization and Association Agreement.

Assistant Director of the Directorate for European Integration Darija Ramljak pointed out that a comprehensive planning document, which in Bosnia’s case is the work on the Integration Program, is very important for the opening of negotiations.

According to her, it is absolutely unthinkable to start accession negotiations with the EU without a planning document, because this is the basis for the European Commission, in addition to the analytical review of the legislation, it also sets benchmarks in the process for opening and closing individual chapters.

She also referred to the new methodology of accession negotiations and said that in principle, if we look at it, not every individual chapter is opened, but we have the opening of a cluster. A cluster can not be closed until all the individual chapters are finished.
